3、省、渭河两岸关中平原中心区，城市人口650万。作为中华文明的首个国都及四大古都之一，西安的文化传承在全世界首屈一指。延绵3100多年的历史，使得西安成为中国最古老的城市之一，同时也是丝绸之路的起点和秦始皇兵马俑的所在地。由于其历史及地理的重要性，西安得享全球文化目的地的美誉。皇陵、历史古都以及兵马俑等名胜古迹更令西安成长为世界级的旅游城市。今天，西安依然是重要的发展中城市，将新建高铁站点，连接更大范围的中国高速铁路系统。与此同时，西安还将成为以农业保护与新城开发相结合为特色的城市发展典范。凭借其文化及政治历史，西咸国际文化教育园在西安国际化建设中扮演了核心角色。西咸国际文化教育园距离西安古城以

4、西19公里，咸阳市区以南8公里，17公里可达西安咸阳国际机场。园区14平方公里的地块内，约50%面积将保留为绿地。项目总建筑面积达623万平方米，沿地块自然生态区规划容积率1.4的低层开发。建筑高度为10米至100米不等，组织形成八大各具特色的综合功能社区。为落实西安八大水系的生态修复要求，西咸国际文化教育园项目将着力于对沙河的修复和改造。文化机构用地组织于沙河走廊两侧的重要地块，新增公共设施也将沿改造后的水道建设。贯穿基地的沙河开放空间、带状公园及绿道设计将为所有居民提供便利。项目将提供便利的道路交通及公交服务。八大社区由道路和公交线网连接，通过两条轨交线路与西安市中心相连。规划审慎研究了街

5、道及地块尺度，形成吸引国内外居民入驻的人性化环境。项目预计将新建35,000住宅单元，容纳约70,000新进人口。We are pleased to present this master plan for the Xixian International Culture and Education Park(ICE),an exceptionally dynamic new project for the central Xixian development area.The proposed design creates a world-class model of sustainable

6、 development that is fully integrated with the ecological and cultural heritage of the Xian region.Xian is one of the most important urban centers in China.Located in north-central China in the Shaanxi Province,the city of 6.5 million people lies in the center of the Guanzhong Plain on the banks of

7、the Wei River.As the first capital city of China and one the four great ancient capitals,Xians heritage resources are unmatched in the world.One of the oldest cities in China,with more than 3,100 years of history,Xian is the starting point of the Silk Road and home to the Terracotta Army of Emperor

8、Qin Shi Huang.Because of this history and geographic importance,Xian is a well-known global cultural destination.The burial place of emperors,an historic Old City,and of course the Terracotta Warriors all define Xian as a world-class tourism destination.Xian today remains an important growing city.I

9、t will be the recipient of a new high-speed rail station that will connect to the larger Chinese high-speed rail system.Xian has also created a unique model of urban growth which includes agricultural conservation and new development.The Xixian International Culture and Education Park will build upo

10、n this cultural and political history and create a new focal point within Xians spectrum of international attractions.The Xixian ICE is located 19 kilometers west of Xians Old City,8 kilometers south of Xianyang downtown and 17 kilometers from Xian Xianyang International Airport.Approximately 50%of

11、Xixian ICEs 14 square kilometer site will be preserved as green area.The project will contain 6.2 million square meters(sm)of gross building area,creating a unique low-rise district of 1.4 FAR(floor-area ratio)that is closely aligned with the natural ecology of the site.Buildings ranging in height f

12、rom 10 meters to 100 meters are organized into eight mixed-use neighborhoods,each with their own identity and unique attributes.The centerpiece of the ICE project is the restoration of the Sha River,which will contribute to the ecological restoration of Xians eight rivers.Cultural and institutional

13、land uses are then organized within prominent sites along the Sha River corridor,providing new public uses adjacent to the restored river.Extending the Sha River open space throughout the project,linear parks and greenways provide open space within easy access of all residents.The project is well-se

14、rved by both major roads and transit.The eight neighborhoods are linked by both road and transit lines.Two subways connect the project back to central Xian.Road and block dimensions have been carefully considered to create a human-scaled environment that will appeal to both international and Chinese

42、ecological and agricultural opportunities of the site;Second,the cultural and heritage opportunities of the site;and third,future opportunities related to international development and education.First,it is recommended that the eight rivers of the Xian region be reimagined as a comprehensive regiona

43、l park system.Each river provides an opportunity to provide both ecological and recreational benefits to residents.Grouped together,the rivers create a regional open-space network that would be unique in China,if not the world.This is an opportunity that should not be missed.Second,the cultural oppo

44、rtunities of both the site and the larger Xian valley should be included in a larger vision for a cultural network.It is only when the Xixian ICE Park is connected to these larger contextual assets that it will truly realize its potential as an international destination.These context elements includ
